SUMMARY:PDG Silvia Whitlock
DESCRIPTION:Sylvia Whitlock\, Rotary District 5300 Governor in 2012-2013\, was the first woman president in Rotary International. She was born in New York City but was educated\, through high school\, in Kingston\, Jamaica. After returning to New York City she earned a B.A. in Psychology from Hunter College. Sylvia worked for the United Nations\, as a Statistical Clerk\, before moving to California to start a career in Education. In California\, she went on to earn a Masters Degree\, cum laude\, in Education from Cal Poly\, Pomona\, and a Ph.D.\, cum laude\, in Education\, from Claremont Graduate School. She earned another Masters Degree\, in Marriage and Family Therapy\, from Azusa Pacific University\, and began a second career as a therapist. She is licensed by the Board of Behavioral Sciences in California. \nIn 1982\, while an Elementary School Principal in Duarte\, California\, she was invited to join the history-making Ex-Rotary Club of Duarte. The club was chartered in District 5300 in 1952. Just before its twenty-fifth birthday in 1976\, the club violated Rotary’s bylaws by inviting women to join\, ultimately causing its charter to be revoked by Rotary International. Undeterred\, the club renamed itself the Ex-Rotary Club of Duarte and its members continued on their quest not to be outcasts of one of the greatest humanitarian organizations in the world. \nSylvia became President of the club in 1987\, the year the United States Supreme Court ruled that the club be reinstated\, thus making her the first woman in the Rotary World to head a club as President. She has served as President twice\, Secretary\, Treasurer\, and Foundation Representative\, and District Governor. She has been a speaker at Rotary Clubs conventions and meetings\, here and overseas\, including South Africa\, Jamaica\, Washington and Texas. \nSylvia considers Rotary to be the best vehicle for humanitarian ventures in service to mankind. Some favorite club projects have included sinking water wells in Nigeria\, setting up an AIDS Center in Jamaica and supporting an orphanage in Mexico. She continues to be inspired by the many Rotarians who have taken the organization to the edge of tomorrow and is committed to using the opportunity she has been given to further the cause of Rotary\, in her community\, in her country\, and in the world. \nSylvia is a multiple Paul Harris Fellow and benefactor. She has three adult children – Meredith – a Paul Harris Fellow\, BG is a deputy county counsel in San Mateo County and Arlan. She considers raising her children the most satisfying and enjoyable job she has ever had. Her book\, “Women Also Serve\,” published in 2015 by iUniverse Publishing\, is filled with facts and personal anecdotes and shares a compelling history of the Duarte Rotary Club.

SUMMARY:Len Jessup - UNLV President
DESCRIPTION:Len Jessup \nLen Jessup joined UNLV as its 10th president in January 2015. An accomplished leader in higher education\, Jessup brought his experience as a university professor\, administrator\, entrepreneur\, and fundraiser and lead UNLV on its path to becoming a high-performing\, community-engaged Tier One research university. Among his top priorities was the development of UNLV Medicine.  He will soon be leaving UNLV to become President of Claremont Graduate University. \nLike many of UNLV’s students\, Jessup was the first in his family to graduate from college. This experience informs his understanding of the crucial role universities play in transforming families and communities\, and it has been a motivating factor in his career in higher education leadership. \nPrior to UNLV\, Jessup served as dean of the Eller College of Management at the University of Arizona (2011-2014)\, where he was also a professor of entrepreneurship and innovation and the Halle Chair in Leadership. He led Eller to become a self-sustaining college with higher national rankings that robustly contributes to the state’s economic development. As a founding board member of the University of Arizona Health Network\, he also contributed to the rethinking and restructuring of the university’s academic medical center. \nJessup is a leading researcher in management information systems\, with a focus on the use of emerging technology in higher education and business\, new venture strategies\, and social entrepreneurship. He was instrumental in creating the University of Arizona’s technology transfer and commercialization program\, Tech Launch Arizona. He led the development and expansion of online degree and executive education programs at Arizona and helped drive similar innovations in previous positions at Washington State University (2000-2011) and Indiana University (1995-2000). \nA former baseball player in the highly competitive California junior college system\, Jessup received his B.A. in information and communication studies in 1983 and his MBA in 1985\, both from California State University\, Chico. He earned his Ph.D. in organizational behavior and management information systems from the University of Arizona’s Eller College of Management in 1989 and was awarded the Outstanding Ph.D. Alumnus in 2004. \nJessup resides with his fiancée Kristi Staab\, a former broadcast industry executive who owns and operates a successful leadership and sales training and development business. Jessup has a daughter\, Jamie\, and a son\, David.

DESCRIPTION:John Entsminger – General Manager\, Las Vegas Valley Water District and Southern Nevada Water Authority \nJohn Entsminger is the general manager of the Las Vegas Valley Water District\, which serves nearly 380\,000 customer accounts\, and the Southern Nevada Water Authority\, which is responsible for providing water to local agencies that collectively serve 2 million residents and 40 million annual visitors. Prior to taking the helm of these agencies in early 2014\, Entsminger was instrumental in the development of several groundbreaking regional and international water agreements. He has been appointed by Governor Sandoval to serve as Nevada’s lead negotiator on Colorado River matters. Active in several national water associations\, Entsminger serves on the Board of Directors of the Association of Metropolitan Water Agencies and of the Water Research Foundation.

SUMMARY:Captain Sandy Holmes\, US Navy Retired
DESCRIPTION:Captain Sandy Holmes entered the Navy Nurse Corps Candidate Program while completing her Bachelor of Science Degree in Nursing at the University of Michigan. Her Naval and professional nursing career began at Naval Hospital\, Oakland California in 1965 where she served as the Charge Nurse of the amputee ward. This was followed by an 18-month tour at the Naval Hospital\, Guam caring for more Vietnam casualties. From 1969 to 1972 she was assigned to recruiting duty in San Francisco\, California. The highlight of this duty station was meeting her husband to be\, Commander Richard B. Holmes\, a Naval aviator. \nHer very successful and distinguished 26-year career as both a Naval and Nurse Corps officer spanned some 12 different duty stations around the globe. \nCaptain Holmes first exposure to staff development occurred while stationed in the Philippines in 1976. Upon completion of her Master’s degree in Continuing Education at the Medical College of Georgia\, she served for five years as the Director\, Nurse Corps Programs in Washington\, D.C. where she was responsible for all aspects of education for the 3\,000 nurses in the Navy. It was also during this tour that she was promoted to the rank of Captain. Until her retirement\, in June 1990\, she served as the Head of the Staff Education and Training Department at the Naval Hospital\, San Diego\, the Navy’s largest medical and teaching facility. Sandy and her staff of 17 managed some 40 educational programs for all levels of staff–military and civilian…a mere 4\,000 folks. \nSandy has been published in the American Journal of Nursing\, the Journal of Nursing Staff Development\, the Reader’s Digest and several other journals in the medical field. Widely respected for her expertise in the field of staff development\, she has presented at numerous military and national professional nursing conferences. She also served on the steering committee to establish the National Nursing Staff Development Organization and served as the organization’s first Treasurer. \nCaptain Holmes is authorized to wear the following military decorations: Meritorious Service Medal with Gold Star\, (two awards); Navy Commendation Medal with Gold Star\, (two awards); Meritorious Unit Commendation\, Navy Unit Commendation; and the National Defense Ribbon. \nCaptain Holmes resides in Escondido\, California with her dog Ebi and collection of Koi fish. Her husband of 34 years is interred at Arlington National Cemetery. She enjoys frequent visits from her son “Captain” Kirk Holmes and his bride to be Becca Roberts. \n

DESCRIPTION:Debra March was elected mayor of Henderson in April 2017 and assumed office June 20\, 2017. Appointed as Councilwoman to serve in Ward II in July 2009\, she was subsequently elected in 2011 and re-elected in 2015. \nMayor March serves with her fellow council members as the legislative branch of the Henderson community. Her responsibilities include setting policies and making decisions concerning many aspects of local government for Nevada’s second largest city\, recognized as being one of the safest cities and best places to live in the nation. \nMayor March is a strong advocate of economic development in Henderson and is working to attract new business\, create jobs and diversify the local economy. She is focused on developing West Henderson\, Union Village\, and the redevelopment of the historic downtown and Lake Mead/Boulder Highway areas of the city. These efforts are designed to maintain Henderson’s standing as a premier city in which to live\, work\, and enjoy award-winning parks\, trails\, and recreational opportunities. \nMayor March maintains a strong focus on transparency and engaging with the community and maintaining an open dialogue on issues of importance to residents. Her monthly March On public events educate citizens about city programs and services and give them an opportunity to ask the Mayor questions and provide feedback in an open forum. \nMayor March currently serves as vice chair of the Regional Transportation Commission (RTC) of Southern Nevada board of commissioners and as vice chair of the Clark County Regional Flood Control District board of directors. She is also a member of the Henderson Chamber of Commerce (HCC) board of directors. \nA Henderson resident for more than 25 years\, Mayor March has a long track record of service to the city and her community. She served as chair of Southern Nevada Strong\, a collaborative regional effort to plan\, create and sustain neighborhoods\, and served on the City of Henderson Planning Commission from 2004 to 2009. Mayor March was on the founding board of the Henderson Chamber of Commerce Foundation’s Leadership Henderson program to build and maintain effective community leaders. \nMayor March is an active member of the Urban Land Institute Nevada District Council and NAIOP Southern Nevada\, the commercial real estate development association. She is a past national board member of the American Planning Association\, and served on the Rocky Mountain Land Use Institute\, as a board member of Nevada HAND and on the Impact Nevada advisory board. \nIn recognition of her contributions to the community\, Mayor March received the 2018 Chairman’s Award from the Urban Chamber of Commerce\, the 2017 Award of Honor from the Nevada American Society of Landscape Architects\, a lifetime achievement award in 2015 from the Lied Institute for Real Estate Studies\, and was named the 2013 Public Official of the Year by the Nevada League of Cities and Municipalities. \nMayor March is an avid outdoorswoman and enjoys hiking\, whitewater rafting\, horseback riding\, and cycling. An avid animal lover she shares her home with her two dogs Lucy and Raz.

SUMMARY:Andy Bischel\, CEO\, Boys & Girls Clubs
DESCRIPTION:Andy Bischel is President/CEO of Boys & Girls Clubs of Southern Nevada (BGCSNV)\, an organization that enables all young people\, especially those who need us most\, to reach their full potential as productive\, caring responsible citizens. The BGCSNV serves more than 20\,000 members from ages 5 to 18 throughout Clark County. Bischel brings more than more than 20 years of fundraising\, community outreach and strategic partnership experiences to the organization. Upon joining BGCSNV in 2016\, he was instrumental in continuing the advancement of merging the local clubs into one entity consisting of 14 clubhouses. \nIn more than a year\, Bischel has significantly increased the organization’s budget to better fulfill the mission of BGCSNV. Under his leadership\, two clubhouses have gone through major renovations\, while a new clubhouse is slated to open in early 2018. Prior to BGCSN\, he worked for seven years as the director of development for The Animal Foundation\, which operates Nevada’s largest animal shelter and adoption center. \nAs a graduate of the University of Nevada\, Las Vegas (UNLV)\, Bischel would go onto be the school’s assistant men’s golf coach overseeing the Rebel Golf Foundation for more than 11 years. \nBischel is a 2014 graduate of the Las Vegas Chamber of Commerce Leadership Las Vegas program. He and his wife Shannon reside in northwest Las Vegas. Their two sons\, Sean and Ian are currently attending college.

For much of his career\, Richard&#39;s work has focused on tax-exempt projects and real estate based financings\, particularly in the areas of affordable housing and redevelopment. \nRichard leads the firm’s Aviation\, Aerospace and Autonomous Systems practice group. As a member of the firm’s renewable energy industry team\, Richard works closely with Nevada officials to assist renewable energy organizations creating business entities in Nevada. He also participated in the development and implementation of Nevada’s master-planned community special assessment district law. Additionally\, Richard was an initial member of the board of directors that formed the State of Nevada chartered medical professional liability insurance company. \nRichard is a frequent lecturer and also teaches law classes at the University of Nevada\, Las Vegas. He also devotes much of his spare time to the Foundation for an Independent Tomorrow\, which provides vocational assistance. \nHis awards and honors include Best Lawyers in America\, Government Contracts\, 2018; Top Lawyers in Vegas Inc.\, 2013\, and AV Preeminent Peer Review Rated (the highest rating available)\, by Martindale-Hubbell. DESCRIPTION:Dan Russell is a 37-year member of the Las Vegas Rotary Club. He is the owner of Russell Financial Services\, a Financial Services firm\, specializing in Life Insurance & Estate Planning. Dan has been doing business in Southern Nevada for over 40 years. He is still very active and loves what he does. \nRaised in Wyoming and moved to Las Vegas in 1962\, Dan attended Fifth Street School (now a “Historical Preservation Landmark”). He graduated from Bishop Gorman High School\, and then went on to UNLV where he compressed his (4) year undergraduate degree into (7) years! While there\, he was the President of the Alpha Tau Omega Fraternity and UNLV Student Body President. Dan obtained an Accounting Degree and went on to serve for many years on the UNLV Alumni Association. \nDan has been very involved in the community over the years. To name a few: Boy Scouts of America (Council Board Member\, Scoutmaster of a 70-boy troop for 9 years and 2 National Jamborees)\, Boys and Girls Clubs of Southern Nevada and Foundation – President of both. Internationally\, Dan is the current President of Sharon India Foundation that serves over 300 Christian pastors in 5 states of India providing encouragement and support to some of the world’s poorest and most neglected people. Taylor\, Esq. brings nearly 20 years of legal experience in environmental\, insurance\, construction and construction defect law practice to the discussion of clean and renewable energy development in Nevada. Jennifer understands the impact of policy and regulation on Nevada’s citizens from work\, including representing homeowners living over one of Nevada’s largest groundwater contamination sites.  She has been a member of the environmental law sections in both Washington and Nevada\, a member of Nevada’s Energy\, Utilities and Communications section\, and a LEED Certified Green Associate. \nTaylor served on the board of the Nevada Conservation League from 2010 to 2013\, and as board chair from 2011 to 2013. Taylor was campaign manager for Horsford for Congress where she oversaw the day-to-day operations for\, then sitting\, U.S. Representative Steven Horsford. Prior to taking over the campaign in July 2014\, she served as his political director\, engaging with stakeholders throughout Nevada.  Taylor served as the executive director for Clean Energy Project from 2015 to 2017\, and now consults with clean energy and clean tech organizations and companies on state policy and programs\, as well as working internationally to support clean energy development. \nTaylor moved to Nevada in 1995 to serve as law clerk for Nevada Supreme Court Chief Justice Robert E. Rose. Taylor is currently admitted to practice before the United States Supreme court\, as well as state and federal courts in Nevada\, Washington\, California\, and Texas. Taylor has a J.D.\, cum laude\, from University of Houston Law Center\, B.A. from Southern Methodist University\, and is a graduate of both Leadership Las Vegas and Emerge Las Vegas.  Taylor served as the Vice Chair for the Clean Energy Sources Technical Advisory Committee of the New Energy Industry Task Force and as a member of the City of Las Vegas’ City Manager’s Energy Advisory Committee and the Renewable Energy and Energy Efficiency Working Group for the Reno based coalition Sustainability Partners in Northern Nevada. Most recently\, Governor Sandoval appointed Ms. Taylor to his Committee on Energy Choice\, and as Chair of that Committee’s Working Group on Innovation and Technology in Renewable Energy Development tasked with making recommendations and proposals for actions that may need to be taken should the Energy Choice Initiative pass a second time and be amended into the Nevada Constitution.
